The first of the 2022-2023 Spring Semester Political Science and Public Administration Department Seminars was held on Monday, March 13, 2023 at the Faculty of Political Sciences Meeting Hall at 17:00. In this context, Prof. Dr. Atilla Yayla presented a seminar titled ‘Government System Debates in Turkey in the Light of the Upcoming Elections’.
Prof Yayla started his speech by explaining the systems of government. In this context, he first explained the emergence of the parliamentary system, its basic procedures and principles, and gave examples from countries governed by the parliamentary system. He also mentioned the relationship between the parliamentary system and the separation of powers and stated that there is a soft separation of powers in the parliamentary system by nature. As a concrete example of this situation, he showed the emergence of the executive from within the legislative body.
In the continuation of his speech, Yayla explained the presidential system. In this regard, he mentioned the emergence of the presidential system, and its basic principles and procedures, and emphasized the relationship between the presidential system and the separation of powers. Yayla stated that one of the biggest advantages of the presidential system is that the separation of powers is more precise and rigid compared to the parliamentary system. He cited the direct election of the president by the people and the appointment of vice presidents and ministers by the president as concrete examples of this situation. Yayla continued his speech by expressing the advantages of the presidential system. In this context, he stated that the presidential system brings political stability, breaks bureaucratic tutelage, and enables quick and effective decision-making in extraordinary crises.
Yayla finally mentioned the current presidential system in Turkey. He stated that the current system is blocked, insufficient in solving problems, bureaucratic tutelage has increased, and Turkey has switched to the presidential system to prevent political instability. In this context, he stated that while the presidential system has many advantages, it also has shortcomings and problems. He made a general evaluation by stating that revisions are needed and that there is too much authority and responsibility on the president.
